Abstract
This study investigated the perceptions of educational agents, including teachers, localauthorities, and parents/guardians, regarding the transfer of competencies in the field of
education from central government to the Municipality of Arruda dos Vinhos. Through
interviews and content analysis based on Bardin's methodology (1977), various perceptions
and challenges were identified. Teachers recognize the quest for efficiency in management
but have concerns about possible tensions. The school director emphasizes the need for
effective financial management, while the Parents' Association expects increased
communication between institutions. The Education Councilor sees the transfer as an
opportunity to adapt local educational policies and highlights the importance of education
quality. The Head of the Education, Culture, Tourism, and Youth Unit demonstrates active
involvement in the process's preparation. The municipality values proximity between
institutions and adaptation to local needs but faces challenges, especially in the transportation
of children with special needs. In summary, this study reveals the complexity of transferring
competencies in education, emphasizing the importance of collaboration, efficiency, and
quality in local educational management.
