Abstract

The various situations in modern life are greatly motivated by the advances in technology, which have provided us with a process of development never before seen in the history of mankind. The globalised world is the core of all these transformations and deep changes. To be able to master technologies, man cannot exclude education as a generator of this environment of prosperity and development, and as we strongly point out, quality education to generate real learning. The debates, in this sense, point out that it is not enough to just merely provide education, but, in addition to this, it has to be measured so that we can be sure that the demands of this contemporary society are being addressed and met satisfactorily. Driven by this need for quality is that several countries and States have taken into their own account, through sophisticated systems of assessment, the proficiency level of their school populations. To assess the quality of education has acquired a position of prominence and has enabled Governments, through the results presented, the preparation, application and monitoring of public policies for education, such as was the case of Ceará, with the creation of the Permanent Evaluation System of Basic Education) of the State of Ceará - SPAECE. This research aims to analyze the contributions of the Permanent Evaluation System of Basic Education of the State of Ceará - SPAECE, as a public policy, for the state schools of secondary education of the CREDE 3 - Acaraú ( Regional Coordination for the Development of Education 3). If there was an improvement in students’ academic performance; If there have been changes in teaching practice; If there has been pedagogic restructure of the State of Ceará’s public schools. It is based on the quanti qualitative research, and to undertake this study we did bibliographic research and also in documents, followed by empirical/field research, using semi structured questionnaires and interviews, applied at Caju public state school, in the Jijoca of Jericoacoara municipality and at Carnaúba public state school, in the Morrinhos municipality from the first year high school students’, teachers’ and school management’s points of view (Principals and Coordinators). The data were analyzed with the aid of the Statistical Package for the Social Sciences-SPSS software. By outlining the trajectory and the paths travelled by the SPAECE, especially in the context of the Department of Education since its origin in 1992, we attempted to show the evolution experienced by this assessment and, at the same time, establish a connection between the past and the present. The careful dissemination of the SPAECE results done by reading concise, less technical and descriptive reports, made it possible to materialize the lower averages of proficiency students of the State of Ceará are attaining, which had already been detected and presented by the SAEB (National Evaluation of the Basic Education System) in the Portuguese Language and Maths subjects, core focus of the referred to assessment under study. The carrying out of these tests by schools contribute towards their evaluation and evolution and also for this study, considering understanding and conclusions which result from them. Convinced of this responsability, we aim to contribute with the SEDUC (Secretary of Education of the State of Ceará), by collecting and consolidating information which will help improve and better understand the paths to be taken and thus bring on better days for the education in the State of Ceará.
