This investigation aims to analyze public policies on educational technology, based on the
National Educational Technology Program (ProInfo), from 2007 to 2021 in the State of Rio
Grande do Norte. The theoretical and methodological assumptions used in this study followed
a qualitative approach, based on the principles of the policy cycle approach, policy cycle
approach, formulated by Stephen Ball. The population of the study consisted of teachers who
took courses in the NTEs active in the State and the three coordinators who worked in ProInfo
at the local level. A questionnaire survey was built, validated and applied to teachers and
interviews to program coordinators. Content analysis was used for data processing and their
interpretation was organized using the MAXQDA 2022 software. The research results
indicated that the program, in the participants' perspectives, is relevant for the insertion of
digital technologies in education, although it has not fully achieved its objectives in relation to
the use of ICT in the State Public Education Network.
