The present text pretend to assess how a cultural politic, compromised at the social and historical context, could use global and local heritage problematic as support of different sectorial policies models. Discuss about the relations that interlink the politic and territory with the culture, heritage and museology contemporary problematic. At this context the culture is transformed at a territorial development tool, the cultural public expenses understudied as investment and heritage as an economic and social resource.
