Abstract

The principle of the prohibition of the use of force in international law stems from the central role of the United Nations Security Council as the guardian of world peace within a system of collective security. The lack of United Nations proper forces led the Council to develop the practice of ad hoc multilateral coalitions authorized to resort to armed force. Such practice shows the power, but also the military powerlessness in this area of the Security Council which, despite an indispensable global control of military operations, remains closely dependent on the will of States.
